In February 2015, Mr. Yan was also appointed as Chairman to Huawei Japan’s Board of Directors.

Prior to his current role, Mr. Yan held the position of President of Huawei Japan since November 2005, where he was responsible for managing the market’s business operations, business development and sales. He was President of Huawei East Asia during his tenure with Huawei’s Asia operations between 2007 and 2009. Prior to his roles in Asia, in 2003, Mr. Yan was appointed as Vice President of Huawei Europe and was responsible for the company’s sales and marketing in the region. Before his role in Europe, he was Head of Global Marketing of Optical Network Products between 2000 and 2003, where he supervised the business development of Huawei’s optical transmission products in overseas markets.

Mr. Yan joined Huawei in 1997 as an engineer. He graduated from China’s Tsinghua University with a bachelor degree in microelectronics in 1993.

Jeff Fedders is Chief Strategist for the Internet of Things (IoT) Group Strategy and Technology Office at Intel focused on Standards, Consortia, and Strategic Partnerships. In his role, he oversees the IoT standards environment and leads the development of the Intel strategies and directs the standards participation in IoT Standards and Consortia communities.

Mr. Fedders is a member of a number of IoT Consortia Boards; and responsible for the organization operations, outreach strategies, and directs the technology, testbed, and marketing contributions.

Mr. Fedders was an instrumental voice in the industry campaign for Network Transformation and Network Function Virtualization (NFV) and led a Services Transformation Special Interest Group developing business models for next generation federated cloud and network services based on Software Defined Infrastructures (SDI) and focused on developing Software Defined Network (SDN) architectures and business models.

Open the New World of 5G

5G is stimulating our imagination and expectations for a new world that it may bring about by the year 2020. 5G is aimed at meeting a wide range of requirements such as further enhanced mobile broadband, massive connections and extremely long battery life for IoT and reliable critical communications with low latency. Furthermore, it is highly expected to invent new business models and ecosystems across the industries. 5G discussion is gathering momentum and so heated that it is becoming a sort of boom, which is sometimes generating unintended misconceptions and myths.
In the talk, DOCOMO’s approach to realizing 5G, including its thoughts on system architecture, schedule, lessons learnt from the past generations, experimental trials and their results, is described. The observed 5G myths are also discussed.


Seizo Onoe was named Chief Technology Officer and Executive Vice President and a Member of the Board of Directors in June 2012. Mr. Onoe became a Senior Vice President and Managing Director of the R&D Strategy Department in June 2008. He was a Vice President and took positions as Managing Director of the Radio Access Network related development departments from July 2002 to June 2008.
He has been responsible for leading initiatives in the research and development of the analog cellular system, the digital cellular system, W-CDMA/ HSPA, LTE, LTE-Advanced and 5G. He is working on the research and development of radio access networks, core networks, consumer devices and cloud services. He has worked for NTT and NTT DOCOMO since 1982, acquiring more than 30 years of experience. Mr. Onoe has a master’s degree in electronics from the Kyoto University Graduate School of Engineering.

Since joining Huawei’s representative office in Japan in 2005, Qiu Heng has held several key leadership positions. Prior to his current role, Mr. Qiu was Vice President of Huawei’s TDD Product Line and led on all TDD related marketing and industry promotional activities. Instrumental in forging the business cooperation with KDDI, he was also Director of Huawei’s KDDI Business Unit, where he oversaw the provision of competitive, market leading terminals and network solutions.

In his early career at Huawei, as General Manager of the Wireless Product Department, Mr. Qiu managed the marketing and sales of UMTS ,CDMA, WiMAX radio access networks in Japan.

Qiu Heng began his career at NTT Docomo in 2002, where he was assigned to their Wireless Laboratories. A natural innovator; he was tasked with conducting research on medium access control, transmitting power control, wireless resource allocation, and building future business models for 4G systems. In recognition of his achievements, Mr. Qiu received the Outstanding Paper Prize from Japan-China Industry Association in 2004.

Qiu Heng received his Bachelor’s degree from Beijing University of Posts and Telecommunications in 1998. He later went on to obtain a Master’s degree from Department of Communications and Computer Engineering at Kyoto University in 2002.

Every 20 years, industries go through a megatransition. In the telco space, the last megatransition occurred when we migrated from mainframes and private line services (1st Platform) to the client-server model, built on IP networks (2nd Platform). Mobile Networking is in the midst of its own megatransition, one in which client-server communication gives way to cloud, and services are inherently mobile, inherently social, and inherently data-driven. This 3rd Platform carries with it new business models, such as the Internet of Things, and requires a new network architecture that is more than just an extension of those designed for the 2nd Platform, but carriers with it the right technology architecture and is developed specifically for these new services. In the cellular standards, 5G represents that new opportunity – to standardize a new network architecture that is more than just an extension of those designed for the 2nd Platform, but carries with it the right technology architecture to become an enabler of the 3rd Platform. At the heart of the 3rd Platform is the Internet of Things.

This presentation will address the four foundational technology principles that will drive the 3rd Platform – SDN, NFV, MEC, and Analytics/Machine Learning. Embracing these technologies across all domains of the mobile network will provide the platform for a new innovation cycle, in which both operator services and external (“OTT”) services and applications will be data-driven, social, cloud-based, and benefit from the flexibility, programmability and availability of both transport and compute resources throughout the mobile infrastructure, from radio access network (RAN) to data center.

On the Occasion of Settling a New General Plan of Geospatial Information

It is declared in Basic Act on the Advancement of Utilizing Geospatial Information (NSDI Act of Japan, Act No.63 of 2007) that the Government of Japan shall promote policies on geospacial iformation. The act asks the government to settle a general plan, of which the term is to expire soon, and therefore seeking to revise.

It is said that ""Industrie 4.0"" will be implemented by developing the use of Big Data and innovation on AI/IoT in several years. The use of geospatial information is considered to increase in various scenes (e.g. automatic driving, transportation by unmanned aircraft).

Considering this, I would like to introduce some factors that the government intends to include in the new general plan in this lecture.

He received his Ph.D. in Computer Science, Keio University in 1987. Specialized in Computer Science, Computer Network and Computer Communication.

He developed the Japan University UNIX Network (JUNET) in 1984, established WIDE Project in 1988, currently the Founder, research and development of computer networks.

He is a Member of the Strategic Headquarters for the Promotion of an Advanced Information and Telecommunications Network Society (IT Strategic Headquarters), chairs and serves on many other governmental committees, and is active in numerous international scientific associations.

He is known as the ""Internet samurai"" and, in Japan has also been called ""the father of the Internet in Japan"".

1993-1995, Member of Internet Architecture Board (IAB), 1997-2000, Board of trustee of Internet Society (ISOC), 1998-2000, Board of Director of the Internet Corporation for Assigned Names and Numbers (ICANN).

He inducted into The 2013 Internet Hall of Fame/ 2011 The Okawa Prize / 2011 IEEE Internet Award / 2007 Funai Achievement Award / 2005 Jonathan B.Postel Service Award.

Pindar Wong
Pindar Wong is an internet pioneer, who co-founded the first licensed Internet Service Provider in Hong Kong in 1993. He is the Chairman of VeriFi (Hong Kong) Ltd, a discrete Internet Financial Infrastructure consultancy. In 2015, he helped organize Asia's first Blockchainworkshops.org, Phase 1 and 2 of ScalingBitcoin.org and sponsored the Hong Kong Bitcoin Roundtable.

Pindar is an active member of the W3C Web Payments and Credentials Community Groups. He serves on the School of Engineering Advisory Committee HKUST, the Technical Advisory Board of the Packet Clearing House and Editorial Advisory Board of the Internet Protocol Journal. Previously, he was the first Vice-Chairman of ICANN, Chairman of the Asia Pacific Internet Association, alternate Chairman of Asia Pacific Network Information Center, Chairman of APRICOT and elected Trustee of the Internet Society.

From 2010-2015 he served on the Digital 21 Strategy Advisory Committee of the Hong Kong Government and the Task Force on Industry Facilitation.

Seungyun Lee
Dr. Seungyun Lee is a director of Service Standard Research Section in Electronics Telecommunications Research Institute (ETRI) in Korea. He is currently a project manager of many government projects in the area of the future ICT technologies including Future Web, Cloud Computing and Future Converged Services as well. He has over 16-year experiences and expertise on the development of ICT technologies and Standards with IEFT, ITU-T, W3C, JSO/IEC JTC1, APT ASTAP, etc. He is currently a W3C office manager in Korea since 2008 and a Convenor of ISO/IEC JTC1 SC38/WG3(cloud computing) since 2010.

Hu, Chunming
Chunming Hu had worked for the ex W3C China office since 2006 and then he joint W3C team in Jan 2013 as the Deputy Director of W3C/Beihang. He has a PhD degree on computer science and currently works as an associate professor at Beihang University. Now he is the Vice Dean of School of Computer Science, Beihang University and his main research interests includes distributed systems, software middleware, system virtualization and resource scheduling in cloud systems.

Naoaki Mashita
Naoaki Mashita was born in Tokyo, 1977. Whilst pursuing studies at Keio University in 1998, Naoaki established V-cube Internet ? now V-cube, Inc. ? and assumed the role of Founder & CEO. Thereafter, Naoaki changed V-cube’s primary business to visual communications and achieved the No.1 Market Share in Japan’s Web Conference market in 2008. V-cube has maintained this position for 9 years. With the support from Intel Capital in 2009, Naoaki shifted focus to overseas markets and established operations in China, Malaysia, Thailand, Singapore and Indonesia. In January 2013, Naoaki relocated to Singapore to stimulate local business development with the goal of becoming the No.1 Visual Communications service provide in Asia. In December 2013, V-cube was listed on Tokyo Stock Exchange Mothers board. Subsequently in July 2015, V-cube stepped up to main board of Tokyo Stock Exchange.

Takeshi Natsuno,
Professor of Keio University, majors in Information Technology, network effect on industry, business and government policy.

Widely known as the ‘father of mobile Internet’ , thanks to his achievement of founding i-mode mobile Internet service in 1999. As Senior Vice President of NTT DoCoMo, he developed e-mail messaging (1999), ringtone downloading service(2000), JAVA based mobile application downloading service(2001), wallet phones(2004) including e-money payment, and mobile credit service(2006). These services have developed by him mainly in Japan, far ahead of smartphone implementation worldwide.

Widely regarded as a leading expert on the Internet and mobile multimedia globally, he was named one of the world’s 25 most influential e-business leaders by Business Week in 2001. In 2009, he was elected as Advisory Board member of the World Wide Web Consortium (W3C), which standardizes HTML and other web technologies (Reelected in 2011). He has been a member of Global Agenda Council of World Economic Forum since 2008. He has served as a Special Advisor for the Tokyo Organising Committee of the Olympic and Paralympic Games since 2014. 

He is now on managements such as independent board members of IT-related corporations, including seven TSE (Tokyo Stock Exchange) listed companies.

He is nominated as member for many Government hosted committees, relating to the Internet and Industry policy. One of the leading global experts on the Internet and Telecommunication.

He graduated from Waseda University in Japan with BA in economics (1988) and received MBA from the Wharton School of the University of Pennsylvania (1995).

Mr. Padfield (AMP, INSEAD, France) was appointed Chief Executive Officer of Dimension Data Asia Pacific Pte Ltd (formerly known as Datacraft Asia Pte Ltd) in August 2003. Mr. Padfield joined Dimension Data as Chief Operating Officer in November 2001 and was appointed as an Executive board member in October 2002. As the CEO, Mr. Padfield manages and oversees all aspects of the Dimension Data Asia Pacific Group's operations, and drives the Group's transition into a world-class IT services company.

Mr. Padfield has 40 years of IT & telecom industry experience in Europe, North America, the Middle East and Asia Pacific. Prior to Dimension Data, he was the Senior Vice President & GM, Asia Pacific Australasia of Equant and was a member of the global executive team that successfully took Equant through its IPO on NYSE and Paris during 1998. During his stint at Equant, he was also responsible for integrating its two divisions in Asia Pacific Australasia, Integration Services and Network Services, into one entity, the merger with Global One and for restructuring the business to leverage the advantages of the merged organisations. Prior to Equant, Mr. Padfield worked with Alliant Computer Systems, and Prime Computer.

Mr. Padfield is a board member of the Asia Cloud Computing Association. He is also a board member of the Halogen Foundation Singapore, a not-for-profit organisation that seeks to inspire and influence young leaders.
